BUSH APPOINTS LOYAL FRIEND AS NATL SEC ADVISOR – 24/11/1988

Today (24/11/1988), President-elect Bush selected Brent Scowcroft as his national security adviser. Scowcroft, a 63-year-old retired Air Force general, is an arms control specialist.

”Mr. Scowcroft is an honest broker who will convey to me, unvarnished, his own views on policy matters as well as the views of Cabinet members involved in foreign policy and national security,” Bush said.

”James A. Baker 3d — the newly designated Secretary of State — will be the chief spokesman, obviously, on foreign policy matters,” Bush emphasized.

Quite often in recent times, National Security advisers have clashed with Secretaries of State over responsibilities and policies.

Bush also said that Scowcroft would undertake ”a thorough review and analysis on our policy objectives and then come out with our own objectives.”

Scowcroft was a foreign policy adviser to the Bush campaign and is currently vice chairman of Kissinger’s consulting firm.

Scowcroft has served on the Tower Commission that was appointed by the President to investigate the Iran-contra affair. The Tower report totally spared VP Bush from blame for the scandal, in spite of overwhelming evidence of his involvment.

The Iran-Contra Affair

Today(24/11/1988), the judge in the Iran-contra case gave Col. Oliver L. North until Dec. 19 to specify any additional Government secrets he would disclose in defending himself at his trial on conspiracy charges.

Under the Classified Information Procedures Act, judges must determine if any of the secret material is relevant to the case and admissable as evidence.

Consequently, if the Government is unwilling to allow disclosure of evidence that Gesell finds is important to the case, he may decide to rule on dismissal of charges.
